Financial Plans

Financial Plans are comprehensive planning tools which provide guidance for the Regional District when considering service requests, operational priorities and strategic initiatives. The current Financial Plan covers the years 2018 to 2022 and was adopted by the Regional Board on March 7, 2018. 

Each year, the regional district goes through a financial planning process to prepare a financial plan legislatively required to be approved and adopted by the Board by March 31 of each year. 

The regional board approved the new budget at its March 7, 2018 meeting.

2018-2022 Baseline Budget

The 2018-2022 Baseline Budget provided to the Board of Directors at the November 8 meeting was the first stage in the development of the 2018-2022 financial plan. The Baseline Budget supports ongoing services, programs, work plans and projects previously approved by the Board to secure funding for ongoing services and does not include any new initiatives.

Budget Workshops
A series of financial planning workshops were held November 22, 24 and 27, 2017, to consider Electoral Area services, regional services and recreation services at Strathcona Gardens.  The attached workbooks provide an overview of the materials presented for consideration at each of these meetings: (click on the images to open workbooks)

The SRD Board considered recommended changes to the 2018-2022 Financial Plan at the December 7, 2017 meeting.  Following this meeting, the finance team will make any further changes as required by the Board, and a recommended budget will be published on February 22, 2018.

Once the Board has accepted the recommended budget, there will be several opportunities for the public to provide input on the proposed financial plan - open house/Town Hall meetings where requested. 

2018-2022 Recommended Budget

The Recommended 2018-2022 Financial Plan is the second budget iteration in the annual development of the Regional  District's five-year financial planning process.  This document incorporates changes to the baseline budget approved by the Board to ensure that ongoing services and new initiatives are financially supported.  The document also contains estimates of the tax rate implications for the typical home in each jurisdiction.

The Financial Planning process generally begins in September of each year for the development of the next five-year plan.  Budget information is published with Committee and Board meeting agendas and minutes as the planning process progresses.  These meetings are open to the public and comments and questions are welcome.  The Five-Year Financial Plan Bylaw must be adopted by March 31 of each year.
